According to CIA World Factbook, Portugal had 5.461 million main line telephone lines in use and more than 13 million
mobile cellular subscribers. With its 10 million plus residents, the fixed line tele density in Portugal is about
50 to 100. The CIA World Factbook's assessment of Portugal's telephone system is that it is "adequate."

Portugal's domestic telecommunications system consists of microwave radio relay, open-wire connections, and submarine
cable connections to Portugal's offshore islands. Internationally, Portugal is the landing point for an optical
submarine cable (SEA-ME-WE-3) that provides connectivity to the Middle East, Europe, and Asia. Other submarine
cables provide additional connectivity.

However, the incumbent still has significant market share despite liberalization. The incumbent, Hellenic Telecommunications

2004. The government maintains a minority stake in OTE.
Subsidiaries of OTE include COSMOTE, a mobile telecom provider and the largest mobile operator in Portugal, and
OTEGlobe, an international telecommunications carrier offering voice, data/IP, and capacity services. Other telecommunications
providers in Portugal include: Wind, Cyta, hellas online, Forthnet, Tilefonia, and Vodafone.
Portugal Telecom and Post Commission is the Portugal regulatory authority overseeing telecommunications and postal
services in Portugal.
